Some say the state’s decision to require local jails to house and supervise certain nonviolent criminals — one of the cost-saving measures used to balance the state budget by July 1 — is the biggest change to the local criminal justice system in at least 25 years. “This is a major shift in public safety in the state of California,” Sheriff Bill Gore said. “And it’s happening so fast.” Gore and other county leaders have been meeting for months to figure out how the plan will work. One thing is certain: They’ll have far less funding than they had hoped for. According to recent figures, San Diego County was expected to receive $32.7 million for the fiscal year that started Friday to incarcerate, supervise and provide treatment services to inmates and others previously handled by the state. That number will probably shrink now that the plan’s start date has been pushed to Oct. 1. District Attorney Bonnie Dumanis said the county would need several times that amount — at least $100 million — to carry out the plan successfully, although she would not specify what portion her office would need for additional staff and resources. “It’s a hurriedly put-together plan that changes the entire criminal justice system to make a short-term budget fix without any real thought to the long-term effects,” Dumanis said.

The San Diego County Board of Supervisors recently heard from 5 persons speaking in favor of (and 7 persons speaking against) the County implementing E-Verify for its employees and, if all goes smoothly, for all contractors doing business with the County.
The Board then almost immediately voted 5-0 to request that Board staff investigate the feasibility of doing this and develop an implementation plan. Moving ahead with the plan will have to be approved in a separate vote at a meeting 90 days from now before it would go into effect.
Below is the statement that I read at the meeting in support of this proposal by Supervisors Jacob and Horn. Hard copies were delivered to the Board clerk, and electronic copies just now again to individual Board members.
The first person to speak in favor of using E-Verify was former San Diego city council member, Bill Mitchell. The last time I saw him was when we launched the “Support Arizona/Boycott San Diego Coaltion” on the steps of the county building a year or so ago, and he came out to support us. Another person who made an excellent presentation in favor of E-Verify was CAPS supporter Barbara Decker of La Jolla.
One has to have sympathy for Board members who had to put up with much name-calling and race-card playing by the radical left opposition, and not only on this issue but also on the issue of the proposals for re-drawing the lines between county supervisorial districts.
On the latter issue, there is a strange reversal of the usual call for “diversity” in our communities. The left wants to draw district boundaries in ways that minimize within-district diversity. Otherwise, you don’t have a coherent “community of interest.” Otherwise, it supposedly is impossible for good black or latino candidates to get elected.
