Carlisle's vision of a beautified West High Street is almost complete

Campus boundaries blurred in Carlisle.

Halfway up, the limestone walls still surround the Old Main Quad at Dickinson College. A crowd of students - absent today, but back in a few weeks - still gather outside dormitories and classrooms. However, as a walk along High Street shows, it is difficult to say when you left the city and entered the campus.

This is exactly what the leaders of colleges and the city is considering things five years ago. Commercial building owners could adorn the windows. Check.The vacant buildings could be marketed to encourage development. Check. The street may have two lanes instead of four. Check.

"All this created an opportunity to slow traffic and create a friendly Walker Street. These two blocks are a big part of who we are," said Thomas Queenan, college vice president for finance and administration.

Dickinson gains by getting an attractive gateway to the village square.And benefits that the city students and their parents are more likely to walk to restaurants downtown and other businesses, according to Downtown Carlisle Association, Main Street Manager Glenn White.

"What we have is more of a boulevard to get into college," said White.

The town-gown alliance in the revival of two blocks could end up being the strongest in Seras Cleaners old building close to Pitt and High streets.

The site is owned marred last to be developed in the area and provide nine apartments and two retail spaces, one that held Time Bomb Miss Ruth, a merchant already popular with students.

Steve Capone said he was not an accident, he bought the building in the middle of Seras degraded the rebirth of West High Street.

Capone grew up near Frederick, Maryland, home to Hood College, and attended Shepherd University in Shepherdstown, West Virginia He moved to Carlisle in 2006.

"I've always loved downtown college," he said.
