It's official, Pasadena City Council moves forward with new jobs

A budget amendment creating three new city jobs received final approval by Pasadena City Council at a meeting held Tuesday (June 21). The motion to approve the measure was made by Council Member Steve Cote and was seconded by Council Member Darrell Morrison.

“When this came up last week I inquired with our Human Resources Director (Randall Perry) on the positions,” Cote said. “One of them is a grant writer and (it has been) proven in these challenging economic times a grant writer is very beneficial to the city. In my opinion it is like a salesperson. They can create funding for a lot of needed positions and things that the city needs.”

The council’s decision comes on the heels of a difficult budget year that included layoffs and a $2.6 million Voluntary Retirement Incentive Program (VRIP). Under the VRIP, city employees eligible for retirement were given one week’s pay for each year of service if they resigned before Sept. 15.

In addition to a grant writer, the amendment approved hiring a Marketing and Program Coordinator to work at the Animal Control and Adoption Center.

“We’re having some challenges at the animal control center, a lot of animals going in there,” Cote said. “We have a limited staff; so we needed some help over there. The other position that was in question was just a transfer. Everything seemed fine with me.”

The grant writer and animal control positions have a salary range of $38,181 to $57,273 and will be open to new applicants.

In terms of the third job, city employee Misty Page, who now works as Mayor Isbell’s Administative Aide, was appointed Communications Manager for the Mayor’s Action Line.

Before coming to the Mayor’s office, Page worked as a manager for the Action Line. And since the job was eliminated when she changed positions, her return to the Action Line team is technically considered a transfer.

According to 2010 information available through Texas Public Information, Page’s current annual salary is listed as $53,040, but could go as high as $64,146 as Communication Manager.

The only opposition to the budget amendment was voiced by Council Member Don Harrison, who argued the new jobs were unnecessary.

“We have several grant writers in the city already. And, here we are getting less grants and we’re going to hire another grant writer,” Harrison said. “Whatever they say, it’s still three new positions and at this time I cannot support it. We’re going to have budget problems; we need to start looking at the budget now.
