The region code is imprinted on the commercial movie DVD (kind of like the Media ID is imprinted on blank DVDs). DVD player firmware reads that code from the commercial DVD and if it doesn't match the code in the dvd player's firmware the movie will not play. Multi-region dvd players recognize more than one code. It is a convention agreed to by movie studios a long time ago to allow DVD movie distribution at different times in different countries without an early release in one country being able to be shipped to another country in advance of that second country's scheduled release. A new menu can be create the first time you convert the movie. To duplicate the original is a bit more complicated though. You would have to know how to edit the template.ini and then use the video or stills from the original. VeeDub is great for this. I've used it many time to duplicate an original menu but it is pretty involved depending on how the original works.
